How to stop a crazy neighbor?

I have a neighbour in a floor below. He is an ex- drug addict, now converted to hare krishna. He’s a true religious fanatic, playing indian music, burning smelling sticks, and gathering strange shaman-like people. I was quite patient in the begining, but this is now lasting for 3 years already. What bothers me the most are smelly sticks. He stabs a dozen of them in a sponge, fires them, and put them on a window shelf and balcony. It’s impossible to dry clothes outside or to leave windows open in summer nights.

I addressed several polite appeals at him to stop or at least diminish the disturbance a bit, but it didn’t work. Since nice approach didn’t work I’m loosing my patience rapidly. The guy is over 30 years old and not some 15 years old adolescent. Solutions needed quickly!
