I don’t know what “feather-foxes” means, and I couldn’t find the definition, but according to your quote, a synonym of the term “feather-foxes” was “quill-drivers,” so I looked that up instead.

According to the website mentioned below, (and “The 1811 Dictionary of the Vulgar Tongue, originally by Francis Grose”),

a “quill driver” is: “A clerk, scribe, or hackney writer.”
