To be honest, the shape of the rocket is one of the least important factors. I’ve launched a few bottle rockets, and found that the most important factors are the volume of the bottle (1.5l is better than 2l in my experience) and the volume of water you put in.
I’ve found that the 1.5l bottles are better as they tend to be made of tougher plastic, and can hold a higher pressure. Another option is the smaller 0.5l coke bottles – they’re made of stronger material too.
Additionally, the volume of water you use is key. I found that filling the bottle 1/4 to 1/3 full is adequate – best to try out what works for you. Finally, aerodynamics (a tube or a cone) is the least of your concerns. Three or four plastic fins around the base are good, for stability, and the cone would almost certainly be better than the tube.
